Colonel Stanley has it in mind that this appointment should be on a full time basis for a relatively short term initial engagement of (say) 3 years and that he should be employed, in the first instance, on the preparation of plans for the rehabilitation and reorganisation of the Harbour services on the lines recommended by Sir David Owen. If Lord Leathers agrees with this view, Colonel Stanley would be grateful for advice as to the terms which it would be necessary to offer to secure a suitable

candidate for this post, and for any assistance which the Ministry may be able to give in obtaining the services of a suitable candidate.

I am to add that, in Colonel Stanley's view, the appointment of a suitable person to proceed with the preparation of the necessary plans is now becoming a matter of some urgency.
